SOLVED. If anyone else face this issue make sure you have db password in brackets "password"

How did you upgrade to mariadb 10.3? also i get this error SQLSTATE[HY000] [1045] Access denied for user 'DATABASE'@'localhost' (using password: YES) (SQL: select * from `general_settings` limit 1)
